I have never been able to get the Font Forge software to run on any of my Windows XP/Vista/7 systems and therefore I personally rely on Fontographer by Fontlab, which is the only font design software that actually has run on any of my Windows or Macintosh systems. Another option is a software suite originally designed for the Unix/Linux platform, Font Forge, which is a freeware outline font creation and conversion tool by George Williams that has been ported to run on many different platforms. These are the industry standard tools for creating professional fonts on either a Windows or Macintosh platform.
